Abstract: As part of the Digital Agenda for Europe, the European Union aims for one out of two citizens and four out of five businesses to be using e-government services by 2015. In times of economic and financial pressures, it is important to enhance the public sector capacity – providing services more efficiently as well as more effectively and aligning them with the results people expect. The value of e-government will increasingly be defined by its contribution to development for all. Citizen-focus, inclusiveness, connected government, universal access and use of new information and communication technologies are the benchmarks in view to assess the electronic and other innovative forms of public service delivery. The progress of e-Government services delivery can be measured using two core indicators: “online sophistication” and “fully online availability” of online public services. The findings of this paper reveal that e-government services are key tools for improving the public sector capacity to solve more problems with less resources and a higher level of e-government services development is needed in order to transform the interactions between public administration and citizens/businesses. The research methodology comprises bibliographical studies, analysis of specialised reports of relevant international organizations, statistic analyses and evaluations.
