Title: COMPUTER COMPETENCIES NECESSARY FOR AN EFFECTIVE E-GOVERNANCE

Abstract: Competence could be considered to be the right combination of knowledge, skills and behavior that enables the employee, the group or organization to solve task properly. According to that, the focus in this chapter is applied to the needs and knowledge that a public servant should have when dealing with ITC. It is often stressed that "Every citizen must be equipped with the skills needed to live and work in this new information society" (European Commission, 2006); however, I argue that the main actor in dealing with e-government is the public servant. To this end, this chapter will focus on identifying the related skills a public administration employee should have as to properly deal with the e-revolution and, of course, I will identify the skills needed by citizens to proper interact with public administration by electronic methods.
