Title: Local e-Government. A Comparative Study of Romania and Turkey

Abstract: The differences between the countries considered in this study (Romania and Turkey) are not neglected, since culture (organizational, but not only) and ending with items that are directly related to economic aspects. The paper is structured in four chapters as follows: Introduction - where we will present the IT framework in which public administration operates (with features on each country); Macroeconomic issues with direct impact on the development of e-government - where we present financial information on investments in IT sector in Romanian and Turkey; The municipal web sites analysis of the two countries - here we try to find, using a predefined scale, common elements and differences that arise when we look at the development of the local e-government; and Concluding remarks. The purpose of this paper is to identify the reasons that attract citizens to the web portals of mayors of cities where they live. A derivative work objective is to attract in this study other researchers from different European countries in order to develop an optimum functionality of such a web portal.
